Back in the 80’s Cedar Park annexed a small finger of unpopulated land into Travis County .  They immediately built a water treatment plant and put an intake into the Sandy Creek Arm of Lake Travis.  ( Cedar Park was in Travis County ???)  Cedar Park began flooding their lawns, medians and streets with Lake Travis .

Leander soon followed with the same twisted logic.  Leander did not have money for the project, so LCRA put in the infrastructure for them.

In 1997, the Legislature realized that the law had not just been bent, it had been broken.  Lake Travis water was going to Williamson County.  Cedar Park and Leander were given junior rights as an inter-basin transfer from Lake Travis .

Round Rock wanted water just like Cedar Park and Leander.  They went to Representative Mike Krusee for help.  In 1999, with a tremendous amount of lobbying, Rep. Krusee and LCRA pushed HB 1437 through the Legislature.  It required the Brazos River Authority (BRA) to purchase 25,000 acre feet per year (AFY) from LCRA provided there was “no net loss” to the Colorado River System.
