State Control
Certainly the State Legislature will set limits on LCRA. LCRA answers to no one.
River Authorities do not report to the State. Only State supported agencies must report to the State in Sunset Legislation. LCRA does not take any money from the State. It does not have to.
LCRA has $3.1 billion in assets. Its 2008 projected revenue is $1.4 billion with an expense budget of $886 million.
LCRA can afford one of the largest lobbying teams in the State. Not only does it report to no one, but it also wields enormous power in the legislature. As with Cedar Park and Leander, LCRA does what it wants. If laws are broken, the legislature just changes the law (the 1997 and 1999 legislative changes)! LCRA does not have State controls. It controls the State through lobbying.
Should River Authorities be allowed to lobby? State Agencies cannot.
